South Owasso lake residents expressed concern about a second slalom course rumored to be located on the south end of the lake. 122 of 140 south Owasso lake residents did not want an additional slalom course. They also did not want the 150 foot setback, assuming that the setback facilitated the slalom course. A general discussion ensued regarding whether the two cities could pass an ordinance and the DNR approve such an ordinance which would ban or prohibit the second slalom course and/or a temporary slalom course at the south end of the lake. Comments regarding the temporary slalom course were: 1) It was an eyesore, especially the orange balls. 2) Noise impacts were bigger than ordinarily anticipated. 3) There is indiscriminate use by other users on the lake. 4) Another slalom course is in excess on Owasso. 5) There needs to be community approval and notice. 6) There are fishing conflicts on the south end of the lake with skiers. 7) The hours of skiing should be regulated to reduce the early morning and later evening skiing. 8) Could the current course be moved to the west side of the lake? Neighbors commented that the ski and jet boat noise on the lake is a significant issue reducing the quiet ti~e that used to be available on the lake. A discussion of the permit process ensued in which neighbors discussed the need for review prior to City Council recommendation for additional or annual slalom courses. . . Regarding property rights, the neighbors found that the most .significant issue was safety. Careless boating is the largest problem on the lake and such careless boating should be reduced by issuing citations, only after a large educational program is tried first. The neighbors were encouraged to participate in the Grass Lake Watershed environmental efforts to improve the water quality in Lake Owasso by reducing the amount of polIuted waters that run into the lake. Neighbors asked for better notification of events on the lake ftom the cities involved. Neighbors also suggested that the Council prohibit a south end slalom course and regulate swimming rafts and the distance they may be placed ftom shore in order to improve the safety of the boaters. Dennis Welsch stated that he would prepare a report for the City Council meeting, to be held on April 8, 1996. That report will include a recommendation ftom Dennis which states that the 150 foot setback requirement appears to be the safest approach and the one
