South Owasso lake residents expressed concern about a <br />second slalom course rumored to be located on the south end of the lake. 122 of 140 <br />south Owasso lake residents did not want an additional slalom course. They also did not <br />want the 150 foot setback, assuming that the setback facilitated the slalom course. <br /> <br />A general discussion ensued regarding whether the two cities could pass an ordinance and <br />the DNR approve such an ordinance which would ban or prohibit the second slalom <br />course and/or a temporary slalom course at the south end of the lake. <br /> <br />Comments regarding the temporary slalom course were: <br /> <br />1) It was an eyesore, especially the orange balls. <br />2) Noise impacts were bigger than ordinarily anticipated. <br />3) There is indiscriminate use by other users on the lake. <br />4) Another slalom course is in excess on Owasso. <br />5) There needs to be community approval and notice. <br />6) There are fishing conflicts on the south end of the lake with skiers. <br />7) The hours of skiing should be regulated to reduce the early morning and later <br />evening skiing. <br />8) Could the current course be moved to the west side of the lake? <br /> <br />Neighbors commented that the ski and jet boat noise on the lake is a significant issue <br />reducing the quiet time that used to be available on the lake. <br /> <br />A discussion of the permit process ensued in which neighbors discussed the need for <br />review prior to City Council recommendation for additional or annual slalom courses. <br /> <br />Regarding property rights, the neighbors found that the most significant issue was safety. <br />Careless boating is the largest problem on the lake and such careless boating should be <br />reduced by issuing citations, only after a large educational program is tried first. <br /> <br />The neighbors were encouraged to participate in the Grass Lake Watershed environmental <br />efforts to improve the water quality in Lake Owasso by reducing the amount of polluted <br />waters that run into the lake. <br /> <br />Neighbors asked for better notification of events on the lake ftom the cities involved. <br />Neighbors also suggested that the Council prohibit a south end slalom course and regulate <br />swimming rafts and the distance they may be placed ftom shore in order to improve the <br />safety of the boaters. <br /> <br />Dennis Welsch stated that he would prepare a report for the City Council meeting, to be <br />held on April 8, 1996. That report will include a recommendation ftom Dennis which <br />states that the 150 foot setback requirement appears to be the safest approach and the one <br />
