Staff Recommendations:

At the April 8, 1996 Council meeting, the Mayor and Council agreed to review a
proposal for a Lake Owasso study committee to resolve these issues and possible
solutions. The committee should be composed of elected officials of both
Shoreview and Roseville, as well as property owners. Staff would provide
committee support. The committee should be kept small but representative. Three to
five members from each community, plus a representative of the Sheriffs Water
Patrol should participate. A formal task (issues and possible solutions listed
above?) and deadline for completion should be identified (Dec. 1 , 1996?). The
citizen committee members should be selected by use of the city's policy for filling
committee positions.

Since this would be a joint committee with the City of Shoreview, before the
committee could actually begin its work, Shoreview would have to agree to a
similar committee structure, tasks, and deadlines.

Suggested Actions:

1) Establish a Lake Owasso Committee with tasks as listed above.

2) Establish a process for filling the positions on the study committee by using the
city's policy for filling commission and committee positions.

3) Request some assurance (through the Mayor and City Manager) from Shoreview
and the Sheriff that they will participate.

3

p
