I am an active member of the Lake Owasso
Homeowners Association and a long term contributor to their weed control program. I
was also instrumental in the dredging of the south west end of Lake Owasso in the mid
1960's. I own a 15 foot run about with a 40 lIP motor to take the grandchildren tubing
and water skiing. I also a fisherman and like to tease the pan fish with my fly rod. As a
long term resident ofRoseville and an active user of Lake Owasso, I would like to go on
record with the following observations.

1. Lake Owasso is a small lake. Water skiing, jet skis, and other high speed boats use up
an inordinate amounts of space and the lake becomes very congested on weekends in nice
weather.

2. Much of the lake is shallow with a mucky bottom and not suited for water skiing. It is
very unpleasant if one falls and the large motors act like huge egg beaters stirring up the
bottom.

3. The deep water that is best for boating also contains some of the best fishing spots in
the lake.

4. Neither a 150 foot of a 300 foot no wake zone will solve the above problems.

5. I would prefer a 150 foot zone that is enforced over a 300 foot zone that is not.

6. I would also like to see some regulation of hours for high speed boating. Perhaps
something like lOAM to 6 PM. I would also like to see speed limits imposed for safety
reasons when the lake becomes over crowded.

7. Ifwe were really interested in what is best for the health of Lake Owasso, we would
limit motor size to 10 lIP or less.

~~
