Owasso Boulevard <br />and authorization to sign subdivision development agreement. <br /> <br />Back&round <br /> <br />The Tschida family has owned property in the southeast quadrant of South Owasso Boulevard <br />and Western Avenue for many years. The property is legally described as Outlot A of Tschida's <br />Owasso Hills Plat No.3, excluding Block 1 of Cave's Owasso Hills, Ramsey County, <br />Minnesota. It is 2.54 acres in size and is zoned R-l Single Family Residential. The property is <br />designated for low density residential development in the Comprehensive Land Use Guide Plan. <br /> <br />Mr. Tschida is proposing a residential subdivision consisting of 8 single family lots on 2.54 <br />acres, creating an overall density of3.15 units per acre. Two of the lots front on South Owasso <br />Boulevard and six lots take their access from the proposed Stanbridge Circle cul-de-sac <br />connecting into Farrington Street. Ail 8 of the lots are sized in excess of the 11,000 sq. ft. <br />minimum lot size for interior lots. However, as a part of the plat application, the applicants are <br />seeking a 5 foot width variance to the 85 foot standard width at the required front building <br />setback line for the 6 lots fronting on the cul-de-sac. For this plat, they are seeking an 80 foot <br />minimum width at the front setback for these 6 lots which still provides adequate room to <br />construct a single family home without requiring side yard setback variances. <br /> <br />Requested <br /> <br />Code Requirement <br /> <br />Variance <br /> <br />80 foot width on 6 lots <br /> <br />85 feet of lot width <br /> <br />5 foot width variance on each of the <br />6 lots <br />2% increased slope over 80 ft. of <br />road <br /> <br />8% road grade over 80 ft. <br /> <br />6% road grade <br /> <br />On May 28, 1996, the City Council, approved the request for a preliminary plat at 350 S. Owasso <br />Boulevard with an 80 foot width and a 5 foot variance for each of the six lots on the Stanbridge <br />Circle cul-de-sac, a $500 park/recreation cash dedication for each lot; and an 8% grade for <br />8tanbridge Circle. Because of the 8% slope approved in the preliminary plat, the need for <br />retaining walls will be limited (if needed at all) to a small portion of the south right-of-way of <br />Stanbridge Circle. The Council also set June 10, 1996 as a date for the hearing on final plat <br /> <br />1 <br />
