Cleveland Avenue. <br /> <br /> <br />Background: <br /> <br />Ryan Companies currently owns a 6.6 acre site at 2778 N. Cleveland Avenue. The site is <br />currently occupied by Midwest Motor Express which operates a motor freight terminal on the <br />site. The site is bounded by Cleveland Avenue on the west, the unimproved Iona Street (Twin <br />Lakes Parkway) right-of-way on the south, the unimproved Mt. Ridge Road right-of-way on the <br />east and the American Semi Trailer Truck related use on the north. Ryan Companies is <br />proposing to demolish all existing structures on the site and construct a new 100,000 to 105,000 <br />sq. ft. office/warehouse building on the site. Ryan Companies has applied for a planned unit <br />development for the site. The approval of this PUD and the standards and conditions attached to <br />it would then set the minimum standards for future development in the area. However, it has <br />been determined by Community Development Department staff that it is more appropriate to <br />consider this proposal as a variance request only. Community Development staff will review <br />current standards and procedures for development in the Twin Lakes area and present <br />alternatives for Planning Commission and City Council consideration in the future. <br /> <br />Development Summary: <br /> <br />The property under consideration is zoned 1-2, General Industrial District. Office/warehouse <br />uses are permitted in the 1-2 General Industrial District. The site is designated for industrial <br />development in the City's Comprehensive Land Use Guide Plan. The proposed <br />office/warehouse use would be consistent with the industrial designation in the Comprehensive <br />Plan. The site is also part of the Twin Lakes Redevelopment Area. The proposed use is also <br />consistent with the Twin Lakes Redevelopment plan. <br /> <br />Ryan Companies is proposing to construct a 100,000 to 105,000 square foot single story <br />office/warehouse on the site. The building will be a U-shaped building with the loading docks <br />on the inside of the building so that the loading function is screened from view from the adjacent <br />public streets. There will be considerable evergreen and deciduous landscaping provided around <br />the perimeter of the site. The development on this site is intended to set a standard for additional <br />development in the area. Exterior materials will be masonry (rockface block and brick) and glass <br />with metal entry canopies. Ryan Companies is obligated by development agreement with the <br />City to provide 105,000 square feet of office/warehouse on the site. To provide a single story <br /> <br />1 <br />
