<br />operational considerations: <br /> <br />The proposal for a wholesale displacement of the <br />facilities which are located in the Twin Lakes Area of <br />is an extremely major operation consideration for the <br />affected. The following paragraphs highlight some <br />factors. <br /> <br />trucking <br />Roseville <br />business <br />of these <br /> <br />Interrelationship of Truckinq uses: The trucking industry is <br />centered around the use of major large equipment. When trucking <br />terminals move into an area, needs arise with regard to their <br />operation and equipment. Such is the case when trucking <br />businesses moved into Roseville around County Road C, and <br />related businesses followed. The trucking companies are now <br />surrounded by a wide range of related businesses including <br />trailer sales, trailer repair and parts, maintenance services, <br />trailer rentals, engine sales, engine repair and parts, and <br />engine maintenance services. All of these support activities <br />work to meet the needs of the area trucking firms, and their <br />need for immediately adjacent locations is obviously cost <br />efficient. Any displacement of the primary trucking terminals <br />therefore carries significant concern for supportive business as <br />well. As a consequence, the implications of the City's present <br />proposed Comprehensive plan Amendment has major, far reaching <br />concern which directly impacts a vast number of businesses and <br />the employees which depend upon these operations for their <br />livelihood. To the extent we have been able to determine these <br />consequences have not been considered or evaluated in the present <br />plan amendment. <br /> <br />To a limited degree, there is also a "friendly competition" that <br />is experienced by ~he trucking firms in the area. Whereas they <br />are technically Ln direct competition with each other, if for <br />example, a firm does not ship to a possible client's desired <br />destination, they will refer business to another trucking firm. <br />The market appears to be quite healthy in this regard. Again, <br />displacement and dispersal of the present concentration of <br />activity will work against the present benefit of close proximity <br />which facilitates overall business activity for the industry. <br />Again, this need has apparently not been recognized nor concern <br />given to the future problem of these present city businesses in <br />this regard. <br /> <br />Service/Trade Area Factors: As noted in the preceding section, <br />the Midway as well as Roseville Twin Lakes Areas were chosen for <br />a specific reason by the trUcking industry in the location of <br />their facilities and operations. The rational of a centralized <br />geographic location with readily available access to customers as <br />well as regional highways has not changed with time.
