REQUEST FOR COUNCIL ACTION

Department Approval:

~anagerApproved:

DATE: 6-25-96
ITE~ NO: G- 8
Agenda Section:

~DP~

Item Description:

Hearing

Ryan Construction Company of ~innesota, Inc. request for a front yard
setback variance at 2778 N. Cleveland Avenue.
(ORIGINAL REQUEST WAS PUD)

Background:

1) Ryan Companies owns a 6.6 acre site at 2778 N. Cleveland Avenue. The site is currently
occupied by ~idwest ~otor Express which operates a motor freight terminal on the site.
The site is bounded by Cleveland Avenue on the west, the unimproved Iona Street (Twin
Lakes Parkway) right-of-way on the south, the unimproved ~ount Ridge Road right-of-
way on the east and the American Semi Trailer Truck related use on the north. Ryan
Companies is proposing to demolish all existing structures on the site and construct a new
100,000 to 105,000 sq. ft. office/warehouse building on the site. Ryan Companies
originally applied for a planned unit development for the site. Notice for the proposed
PUD was mailed and sent in ~ay, 1996. The approval of this PUD and the standards and
conditions attached to it could set the minimum standards for future development in the
area.

2) The Community Development Department staff recommended that it is more appropriate
to consider this proposal as a side-comer parking variance request only.

Community Development staff reviewed current standards and procedures for
development in the Twin Lakes area and presented alternatives for Planning Commission
(~ay 10, 1996) and City Council consideration.

3) The City Council at its ~ay 28, 1996 meeting, closed the public hearing and continued
consideration of this item until June 25, 1996.

Development Summary:

1) LAND USE: The proposed use is consistent with both the zoning code and
Comprehensive Plan. The property under consideration is zoned 1-2, General Industrial
District; office/warehouse uses are permitted. The site is designated for
industriallbusiness park development in the City's Comprehensive Land Use Guide Plan;
office/warehouse use is consistent with the designation in the Comprehensive Plan.
