REQUEST FOR COUNCIL ACTION

DATE: 7-22-96

Department Approval:

~/RJ

Item Description:

Manager Reviewed:

ITEM NO.: H-8

Agenda S~ction:

Hearing
City Council request for recommendations concerning PUD or other
alternative approaches concerning Ryan Companies proposed
redevelopment at 2778 N. Cleveland Avenue.

Backlround

1) Ryan Companies owns a 6.6 acre site at 2778 N. Cleveland Avenue. The site is currently
occupied by Midwest Motor Express which operates a motor freight terminal on the site.
The site is bounded by Cleveland A venue on the west, the unimproved Iona Street (Twin
Lakes Parkway) right-of-way on the south, the unimproved Mount Ridge Road right-of-
way on the east and the American Semi Trailer Truck related use on the north. Ryan
Companies is proposing to demolish all existing structures on the site and construct a new
100,000 to 105,000 sq. ft. office/warehouse building on the site. Ryan Companies
originally applied for a planned unit development for the site. Notice for the proposed
PUD was mailed and sent in May, 1996. The approval of this PUD and the standards and
conditions attached to it could set the minimum standards for future development in the
area.

2) The Community Development Department staff recommended that it is more appropriate
to consider this proposal as a side-comer parking variance request only.

3) The Planning Commission, on May 8, 1996, recommended City Council approval of a 40
foot parking setback variance with the following conditions:

a) The developer provide the city with right-of-way and easements necessary for
future roadway, utility, entry signs, street trees consistent with the Twin Lakes
Design Standards, and the City Street Tree Master Plan Policy, pedestrian
pathways, and other pedestrian amenities.

b) The developer and City enter into additional agreements for temporary or
permanent use of unimproved right of way on Mount Ridge and Iona Lane.

4) The City Council at its May 28, 1996 meeting, closed the public hearing and continued
consideration of this item until June 25, 1996.

1
