As you are aware, APT is p1anning on constructing antenna sites in Roseville in the near tenn and we have <br />a great deal of interest in the ordinance changes. We have some comments that we would ask be incorporated in the <br />revision of the ordnance. I have detailed our comments below. <br /> <br />1. Section 1012.10 A 2. We would ask for added language to set forth a fair maIket value to the City owned <br />facilities that providers would be required to locate on. The fee schedule should be in accordance with the <br />Telecommuniadions Act of 1996, Section 704. Facilities siting; Radio frequency emiJsiODl staDdards. "'The <br />Act" states in Section 704. (c) AVAILABILITY OF PROPERTY. - ... Reasonable fees may be charged to <br />providers of such telecommunications services for use of property, rights - of - way, and easenmts. ... <br /> <br />2. Section 1012.10 A 3. We would ask that the use ofanteonas below the 50' height limitation be a permitted use <br />in all districts and not require utilizing only City owned property. <br /> <br />3. Section 1012.10 A 7. It is APT's suggesUm that any such existing nmconfonning facility, be allowed to be <br />used to its fully designed capacity, as shown in the structural drawings submitted to the City for the applicable <br />building permits. <br /> <br />4. Section 1012.10 A 8. We feel the setback requiremeots should be waived ifcollocatim with another carrier or <br />utility can be achieved.
