REQUEST FOR COUNCIL ACTION DATE: 1-22-96
ITEM NO: G-3
t Approval: Manager Appro~.~ _ Agenda Section:
~r" Hearings
TOWER PLACE COMPREHENSIVE PLAN CHANGES

Back2round

At the January 10, 1996 Plarming Commission meeting, the Commission adopted and
recommended approval of the Tower Place (formerly South of "C") Policy Plan as an amendment
to the City Comprehensive Plan with three corrections:

) Service and convenience uses (such as Rax and Amoco) should not be removed from
the mix of uses along the B-2 and Fairview corner since they are the only such uses available in
the area - they may be relocated but should be retained in the mix of permitted uses.

~ 2) Prior Avenue cannot physically be extended through from Oakcrest to County Road
/"'E" because of the new building activity in this area has precluded the ability to acquire right-of-
way. Instead of new public streets, the plan'recommends managing traffic, expanding the existing
streets, and creating private streets or joint driveways and parking areas to handle internal traffic
:ijows. (This may be an eligible cost if such a development occurs and requests the use of TIF.)

) The current office building property owners do not support (and, at this time, do not
find the need for) the establishment of parking ramps on Prior Avenue as was proposed at one of
the studr meetings. 1\ A 11.,. . ~LJ .,jA...u/.A
&.\) Ct)~ ~ j~ ,~~ I-"'f~. ,- ---" .

The Pla~,me~vti a;,;~1IE y~ k tY~ /"Ii~
SUGGEiriD ACTIONS: fHiM/~ ,."..,., ~~ to";

~anuary 22, 1996 City Council meeting, for which a hearing has already been scheduled,
J the staffwill present the Planning Commission's recommendation regarding the Tower Place
//'"
Policy Plan.
