<br />r <br /> <br />Council feels differently, a future public hearing on the application for a conditional use pennit <br />and comprehensive plan amendment could be scheduled. <br /> <br />Section 1012.1 0 lists height limitation exemptions including church spires. Section 1013. 02A, <br />indicates that where there are practical difficulties or unusual hardships in the way of carrying <br />out the strict provisions of the code, the City Council may vary provisions in the code in <br />harmony with the general purpose and intent thereof and may impose additional conditions as it <br />considers necessary so that the public health, safety, and general welfare may be sec\lfed. <br /> <br />Development Summary: <br /> <br />The proposed building is approximately 30,300 square feet in size. It contains a sanctuary design <br />to seat 400 people, a fellowship hall/gymnasium, classrooms and education spaces, as well as <br />office areas. The exterior building materials are proposed to be primarily brick with some <br />concrete block accents. The surface of the spire is proposed to be standing seam metal. The roof <br />is to be of asphalt shingles. The parking indicated on the site plan is for 183 cars. This equates <br />to 1 parking space for every 2.2 seats in the sanctuary. The City Code requires a minimum of one <br />space per 3-112 seats based on the design capacity of the main assembly hall. Space has been <br />provided for planter islands within the parking lot to satisfy the 5% landscaping requirement of <br />the City Code. Surface water runoff will be directed to the west end of the property where <br />retention ponds are proposed to be created. <br /> <br />Staff has reviewed the landscape plan and found it to be a good start but not complete and has <br />spoken to the design team about areas of concern to be addressed prior to the City Council <br />meeting. These areas include: <br /> <br />Provision of an adequate landscape interface between the proposed church parking lot <br />and the residential neighbors to the north. <br />Provision of additional landscape area between church building and the west property <br />line. <br />Revised landscaping in the 30 foot visibility triangle at Hamline and C-2. <br />Provision of landscaping in the planter islands in the parking lot. <br />Provision of proper spacing for boulevard planting. <br /> <br />These concerns have been conveyed to the landscape designer and will be reviewed by staff prior <br />to the City Council meeting. <br /> <br />Enpneerine Considerations: <br /> <br />The Engineering Department has reviewed the above mentioned project.
