Background The property at 3095 Wheeler Street is owned by David Seaberg. The lot is 37,260 square feet in size and has 100 feet offtontage on both Wheeler Street on the east and Fairview on the west. The property is currently zoned R-2, two family residential and is designated for low density residential development in the City's Comprehensive Land Use Guide Plan. It is Mr. Seaberg's intention to divide the 37,260 square foot parcel into two separate lots. The eastern lot would be 14,000 square feet in size and would house the existing two family structure fronting on Wheeler Street. The west lot would be 23,260 square feet in size and is being created for future twin home development. The division of the property would be consistent with other properties in the area. It has been brought to City staff's attention that Mr. Seaberg has not removed a billboard as required by a previous City action on another site Mr. Seaberg owns in the area. Staff has reviewed this issue and determined that there was nothing in the previous approvals to restrict the proposed development until the billboard is removed.
