At the September 11, 1996 and October 9, 1996 meetings, the Planning Commission continued the hearing on Arthur Mueller's request for plat approval at 2224 Acorn Road to allow time for the applicant to complete a wetland delineation and receive comments from the Rice Creek Watershed District. The Planning Commission is scheduled to have a hearing on this matter on November 13, 1996. . The City Council continued the public hearing on this request to the October 28, 1996 and extended the 60 day review period to December 21, 1996. . At their September meeting, the Rice Creek Watershed District determined that the wetland delineation information provided for this proposed project was not adequate for their consideration and tabled their review pending receipt of the following items: Revised site plan and wetland delineation report, clearly locating delineated wetlands as staked in the field. WCA sequencing narrative and replacement plan if wetland impacts are proposed. Quantification of wetland impacts. Erosion control plan. Runoff calculations. Revised preliminary plat granting easements over on-site ponds, wetlands, and all other hydrologic features. Pond outlet control structure (skimmer). Specification of detention pond emergency overflow point. Cash surety in the amount of $30,000. This additional information was provided and considered at the October 23, 1996 Rice Creek Watershed District meeting. . Without the Rice Creek Watershed District review, it was not possible for the City to complete its review of the proposed plat in time to submit a recommendation to the Planning Commission in October. 1
