<br />i <br />19. <br /> <br />~ <br /> <br />q. <br />I <br /> <br />The proposed plat includes two parcels and a portion of a third parcel. The <br />portion is part of a lot with PIN 08-29-23-44-0001. This lot will require a division <br />of platted lot or the entire lot will need to be included as part of the plat. The <br />owner(s) of the lot must sign the new plat if the entire lot is to be included. <br /> <br />6. <br /> <br />The existing pond at the southwest comer of the plat along with the proposed <br />new pond in the northwest comer of the plat should each be within an outlot or <br />easement over the entire pond dedicated to the City of Rosevifle. The outlot <br />should cover all property within the 100-year flood plain of each pond. This may <br />create some difficulty for Lot 1, since the proposed pond is included as part of <br />Lot 1. <br /> <br />7. <br /> <br />The utility plan shows existing 6-inch water and 8-inch sewer stub-outs. The <br />locations shown do not match with the locations shown on the City's as-builts. <br />The City's as-builts show the stubs located approximately 35 feet south of where <br />they are shown on the plans. An attempt should be made to align Acom Lane <br />with the existing sub"7outs. If this is not possible, the utifities will need to be <br />realigned within the right-of-way and easements provided in the plat. <br /> <br />8. <br />, <br /> <br />A developer's contract will be required to install the public improvements. Plans <br />and specifications must be approved by the City of Roseville as part of the <br />developer's contract. In addition, a surety in the amount of 1 % times the <br />estimated cost of the construction work will be required. The City prefers the <br />improvements to be constructed by the City rather than the developer. <br /> <br />The proposed center island may not include any trees or other large objects <br />which would impede the movement of emergency vehicles across it. Also, no <br />utility boxes are allowed within the landscaped island. <br /> <br />10. <br /> <br />Street lights will be required at both the intersection of Acorn Road and Acorn <br />Lane and also at the eastern end of the cul-de-sac. The cost of these items is <br />the responsibility of the applicant. <br /> <br />Staff Recommendation: <br /> <br />: The property proposed for the Acorn Acres plat contains what appears to be a wetland <br />. area on the north side of Acorn Lane, on what would be platted as Lots 1 and 2. The <br />. staff asked the applicant to provide a wetland delineation study and to contact the Army <br />: Corps of Engineers and the Rice Creek Watershed District concerning this wetland <br />. area. Until the day of the Planning Commission meeting, the staff had not received a <br />: wetland delineation study nor any preliminary comments from either of the other two <br />I permitting agencies. Because this critical information was not available for review, staff <br />i recommends that the City Council continue the public hearing on the proposed Acorn <br /> <br />4 <br /> <br />----.------ <br />
