<br />Eliminate blighted and polluted soils within redevelopment parcels. (Page 17, #5) <br /> <br />Engineering Considerations <br /> <br />The Engineering Department has reviewed the above mentioned project. The following is a list <br />of comments and concerns: <br /> <br />1. The proposed pond is located within Lot 2. An easement will be required over the pond. <br />An easement will also be required over the storm sewer outlet pipe. <br />2. The applicant should review his landscape plan. The current plan proposes trees and <br />shrubbery to be planted above proposed utilities. There are also trees proposed to be <br />planted within the pond. The landscaping plan should be reviewed by the City's forester.' <br />3. F or the proposed pond, the side slopes must be 5 to I or less. <br />4. The City stormwater management policy states that the run-off rate in a IO-year storm <br />under developed conditions not exceed the run-off rate in a 10-year storm undeveloped <br />conditions. The applicant has proposed a pond for the southeast comer of the site. The <br />pond must meet this requirement and have enough volume to contain the 1 DO-year event. <br />The pond sho\\TI appears to meet this criteria. However, the applicant must submit <br />drainage calculations signed by a professional engineer to confirm this. <br />5. The owner should work with his employees to develop a plan in an event that a fuel spill <br />occurs on site. It is desired to minimize the amount of fuel that would enter tht: City' s <br />storm sewer system should a fuel spill occur. <br /> <br />Planning Commission Action: <br /> <br />1. The Planning Commission, at the July 10, 1996 meeting, unanimously recommended <br />appro\'al of a draft resolution amending the Comprehensive Plan subject to <br />Metropolitan Council appro\'al and recommended approval of a draft zoning <br />ordinance amendment from B-1, B-2, and B-3 to tUD on Lot 1, Block 1, and a <br />change from B-2 to B-1 on Lot 2, Block 1, effective after approval signatures in <br />publication. The Planning Commission also, on a 5-1 vote, recommended appro\' <br />of a ~nditional use permit on Lot 1, Block 1, as per the draft resolution with the <br />addition of the following conditions: <br /> <br /> <br />23. If additional changes occur to the site plan because of internal traffic flow <br />redesign, the City Council will send the site plan back to t.he Planning <br />Commission for review. <br /> <br />24. The landscaping along the east side of the property line shall be planted on <br />Lot 1. <br /> <br />25. The fence along the west side of Lexington Avenue shall be constructed in the <br />adjoining property as per the proposal with the permission of the land <br /> <br />9 <br />
