Eliminate blighted and polluted soils within redevelopment parcels. (Page 17, #5)

Engineering Considerations

The Engineering Department has reviewed the above mentioned project. The following is a list
of comments and concerns:

1. The proposed pond is located within Lot 2. An easement will be required over the pond.
An easement will also be required over the storm sewer outlet pipe.
2. The applicant should review his landscape plan. The current plan proposes trees and
shrubbery to be planted above proposed utilities. There are also trees proposed to be
planted within the pond. The landscaping plan should be reviewed by the City's forester.'
3. F or the proposed pond, the side slopes must be 5 to I or less.
4. The City stormwater management policy states that the run-off rate in a IO-year storm
under developed conditions not exceed the run-off rate in a 10-year storm undeveloped
conditions. The applicant has proposed a pond for the southeast comer of the site. The
pond must meet this requirement and have enough volume to contain the 1 DO-year event.
The pond sho\\TI appears to meet this criteria. However, the applicant must submit
drainage calculations signed by a professional engineer to confirm this.
5. The owner should work with his employees to develop a plan in an event that a fuel spill
occurs on site. It is desired to minimize the amount of fuel that would enter tht: City' s
storm sewer system should a fuel spill occur.

Planning Commission Action:

1. The Planning Commission, at the July 10, 1996 meeting, unanimously recommended
appro\'al of a draft resolution amending the Comprehensive Plan subject to
Metropolitan Council appro\'al and recommended approval of a draft zoning
ordinance amendment from B-1, B-2, and B-3 to tUD on Lot 1, Block 1, and a
change from B-2 to B-1 on Lot 2, Block 1, effective after approval signatures in
publication. The Planning Commission also, on a 5-1 vote, recommended appro\'
of a ~nditional use permit on Lot 1, Block 1, as per the draft resolution with the
addition of the following conditions:

23. If additional changes occur to the site plan because of internal traffic flow
redesign, the City Council will send the site plan back to t.he Planning
Commission for review.

24. The landscaping along the east side of the property line shall be planted on
Lot 1.

25. The fence along the west side of Lexington Avenue shall be constructed in the
adjoining property as per the proposal with the permission of the land

9
