Planning Commission Meeting Minutes
July 10, 1996

Phil Fischer, 1899 North Oxford, asked for clarification regarding the size of the holding
ponds and whether it would hold enough water for both lots and the size of the fence and
type of fence.

Kris Thompson said she was opposed to the hours of operation, the traffic increases on
Lexington Avenue, the need for an additional car wash, and the degradation of Lexington
Avenue as a gateway to Roseville.

Carol Wagner, Autumn Street, stated she was opposed to the Kath project because of
poor traffic circulation and the location of additional gas stations in the area. She stated
that Lexington Avenue is congested already and that the Lexington and B intersection is
at gridlock. She is opposed to the use of the site because it would include the sale to
trucks, trailers and RVs and asked why people would abide by the proposed circulation
plan on the site.

Suzanne McGregor stated she was opposed to the project because of the lights, noise,
congestion and traffic. She expressed concern regarding the community issues. Should
the site be designated for a small neighborhood commercial business instead of a gas
station; should Lexington Avenue remain a parkway and gateway to the community.

Joseph Mass, apartment owner of 34 apartment units along the intersection of Roselawn
and Lexington Avenue stated he was opposed to the project because of the heavy
commercial use that this would create including additional lighting after 9 p.m. He
expressed concern with the traffic, lights, noise, and turning movements. He also
expressed concern with the volatility of the gas stored in a residential area and increases it
may require for home and apartment insurance. He stated there was no added benefit to
the surrounding property owners and property values in the area will be lowered.

Dick Houck, 1133 Roselawn, stated he supported the project and felt there was no traffic
concern and no decline in property value.

Al Schrieber, owner of the 22 apartment units south of the proposed project along
Lexington, stated he was concerned with the timing of the business; 5 a,m. in the morning
is too early to open the business and midnight is too late to stay open.

Pat Gorman, 1891 Aglen A venue, stated he supported the project as an improvement over
past projects, and was concerned that the old tanks be cleaned up and that the new project
would pay better taxes.

Joan Fischer, 1899 North Oxford, whose property is adjacent to the east line of the

10
