July 15, 1996

JUL I 1 1995

Roseville City Council
City of Roseville
2660 Civic Cent~r Drive
Roseville, MN 55113

Dear Council Members:

The July 20 city council meeting will bring before you the
application of Kath Oil Company to build a service station at
the sight of 1912 North Lexington in Roseville. It is my hope
as a nearby resident that you will approve this application.

You will no doubt hear several opposition statements of
little foundation against this application. However, it is
important that such opinions of what others think this
property should be used for be taken for what they are - just
per~onal opinions. Ultimately it is the property owner that
has the right to choose the type of reasonable development
that is to occur on his property. And I do think that this is
a most reasonable development for this property.

It certainly seems that the particula..r piece was zoned poorly
or mistakenly in the beginning, and this is the time to
correct this no matter what is to be developed here.

M~. .Weideke at the planning commission spoke eloquently for
approval regarding this application and against the opposing
statements that were made. He stated that there are countries
in the world where governments make determinations of if,
what, and how many businesses are to be developed in any
given city. We do not do that here in this free enterprise
system. The market determines if the choices were right and
should be allowed to do so. The right to do what is in the
best interest of the owner of a piece of property is inherent
in o.ur constitution and I would hope that this council
recognizes this and upholds it.

Please consider this to be something that will be good for
Roseville and approve the application.

s~

R.
