<br />:.... <br /> <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />. <br /> <br />. <br /> <br />* <br /> <br />. <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was duly called held at the City Hall on Monday, the 22nd <br />day of July, 1996 at 6:30 P.M. <br /> <br />The following members were present: Maschka, Mastel, Goedeke, Wiski, Wall and the <br />following were absent: None. <br /> <br />Member Mastel introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9314 <br /> <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR <br />ST ARBUCKSIF AIRDALE INVESTORS FOR A COFFEE KIOSK <br />AT 2305 FAIRVIEW AVENUE <br /> <br />WHEREAS, pursuant to Minnesota Statutes 462.357, the City of Roseville has adopted <br />zoning regulations to control land uses throughout the City; and <br /> <br />WHEREAS, said regulations provide that restaurants may be allowed within the confines of <br />a B-1 B Limited Retail zoning district as a conditional use; and <br /> <br />WHEREAS, approval of a conditional use permit for a restaurant has been requested by <br />StarbuckslFairdale Investors; and <br /> <br />WHEREAS, the Roseville Planning Commission held a public hearing and recommended <br />approval of such conditional use permit subject to certain conditions on July 10, 1996; and <br /> <br />WHEREAS, the Roseville City Council considered such conditional use permit at a public <br />hearing held on July 22, 1996, and determined the proposed addition to Fairdale Shoppes is <br />consistent with the 6 criteria. The Fairdale Shopping Center has been in operation at this site since <br />1974. The intersection ofFairview Avenue and West Perimeter Drive is in the heart of the City's <br />retail development. The intersection is signalized and designed to handle large traffic volumes. A <br />specialty coffee shop is compatible with adjacent commercial properties. In staffs opinion, <br />redeveloping the southerly portion of this center will have a positive impact on the market value of <br />contiguous properties and will not have any negative impact on the general health, safety, and <br />welfare of the community. Commercial development on this site is consistent with the City's <br />Comprehensive Land Use Guide Plan. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City of <br />Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a conditional use permit for a <br />
