The southern portion of the existing <br />shopping center is currently underutilized. An existing small bank building was <br />recently removed, and the parking in this area of the site is not used. It is the desire of <br />the owner to maximize the use of the site. Any addition to existing buildings on the site <br />would upset the clean traffic flow to and throughout the site, and would crowd areas of <br />the site that are already well-used. A small free-standing building at the south end of <br />the site would utilize a currently unused portion of the site without substantially <br />affecting the workings of the remainder of the center. A net loss of four parking spaces <br />is the result of adding a new building, but the parking that is lost is in an area where <br />the existing parking is rarely, if ever used. <br />
