<br />MEMORANDUM <br /> <br />Community Development Dept. <br /> <br />490-2279 <br /> <br />Date: <br /> <br />March 15, 1996 <br /> <br />To: <br /> <br />Dennis Welsch <br /> <br />From: <br /> <br />Mike Falk <br /> <br />Subject: <br /> <br />Work Session review of proposed office/restaurant facility in the <br />northwest quadrant of Rice Street and Highway 36. <br /> <br />Gordy Howe owns a parcel of land in the northwest quadrant of Rice Street and <br />Highway 36. The property is zoned B-1 Limited Business. The property slopes <br />quickly away from Rice Street to the west. Gordy has been working with Jim <br />Nelson on the possibility of siting a two story with walkout office facility on this <br />site. The proposed facility would be approximately 3000 square feet in size. <br />Offices are permitted uses in the B-1 zoning classification and typically would be <br />subject to administrative review to the issuance of a building permit. In this <br />particular case, however, a proposed tenant for the buildings first floor is a <br />Blimpies submarine sandwich restaurant. Restaurants with food takeout service <br />first appear in the Roseville zoning ordinance as a conditional use in the B-2 <br />zoning district. In order to pursue this proposal, the applicants would need to <br />apply for either a rezoning to B-2 retail business district or to planned unit <br />development before making formal application, the applicants have requested <br />Council consideration of this proposal at a Work Session format. Mr. Howe and <br />Mr. Nelson will be at Monday's meeting with a colored rendering of the proposed <br />building and the site plan showing how the building will be situated on the <br />property. <br />
