<br />Planning Commission Meeting Minutes <br />August 14, 1996 <br /> <br />6(b) PI.nninl File 2847: Richard Willey request for a conditional use pennit for <br />exterior storage facilities at Midway Marine, 1945 Rice Street. <br /> <br />Chairman Wietecki opened the public hearing and requested Michael Falk to provide a <br />summary of his written staffreport of August 14, 1996. Mr. Falk provided a video <br />presentation of this site. He noted that the zoning of the site is B-3 and a conditional use <br />permit is required for exterior display of products, equipment, and storage facilities. A <br />quonset type structure is considered a display unit. He reviewed the six criteria for <br />conditional use permit and noted the only impact may be visual and that on the property <br />owners to the west of the site. Screening and buffering may be necessary on the west side <br />of the site because of the transition between zoning districts. <br /> <br />Staff recommended approval of the conditional use permit with five conditions: <br /> <br />1. The permit shall be for display purposes only. No storage or other accessory use <br />of the portable facilities shall be allowed. <br />2, All building setback requirements for structures shall be complied with. <br />3, A site plan shall be filed with the City ofRoseville illustrating where the outdoor <br />display will be located, delineating site parking and an organized location for the <br />storage of boats waiting repair prior to Council approval. <br />4. Adequate screening shall be provided to the residential neighborhood to the west <br />of the subject property. <br />5. Violation of the terms and conditions of the conditional use permit shall be <br />considered a violation of the City Code and may include fines and/or revocation <br />of the permit. <br /> <br />Chairman Wietecki asked for clarification regarding adequate screening. Falk responded <br />that the screening wall of 4-6 feet or a vegetative buffer is suggested by the code. <br />Richard Willey explained the display uses of the buildings and asked whether additional <br />building packages could be stored within the display. He asked if the site plan was <br />necessary to tie down where the display units will be located and the setbacks necessary <br />for them. He also expressed concern regarding the need to organize the boats parked on <br />the site. <br /> <br />Comments from the public: There were none. <br /> <br />Chairman Wietecki closed the public hearing. Chairman Wietecki explained. his concern <br />regarding the storage within the display units because such storage alters the display unit <br />to become an accessory structure. <br /> <br />5 <br />
