Assistant Director of Public Works ~ <br />Proposed Dunn Brothers Coffee Shop <br /> <br />To: <br /> <br />RE: <br /> <br />I have reviewed the above project located within the Roseville Public Library on the <br />corner of Hamline Avenue and County Road B. The main concern from my perspective <br />is with traffic circulation on the site. The key traffic issues are as follows: <br /> <br />. The existing book return uses the same drive-up as the proposed coffee shop. <br />Since the drive aisle allows one-way traffic only, those who wish to use the book <br />return must go through the same line as the coffee shop drive-up traffic. During <br />periods when there are cars in line for the coffee shop, book return traffic may park, <br />possibly illegally, and walk across to the drop boxes. It is anticipated that use of the <br />drive-up book return will decrease significantly as a result. The library should <br />consider a remote book return to eliminate conflicts. <br />. It is estimated that on average, one to three vehicles will back up from the window. <br />The maximum is estimated at four to five vehicles. The drive-up aisle will <br />accommodate up to three vehicles without any traffic impacts. If there are five <br />vehicles in line, the major east-west drive aisle will be impacted. It is not anticipated <br />that the impact would cause conflicts at the Hamline Avenue entrance. <br />. There are currently two crosswalks from the handicap parking stalls in the south lot <br />to the plaza area in front of the entrance. The easterly crosswalk has a pedestrian <br />ramp while the westerly one does not. With three cars in line, the easterly <br />crosswalk would be blocked. The plan calls for the elimination of the easterly <br />crosswalk and pedestrian ramp. The ramp would be replaced with plantings to form <br />a barrier to pedestrians. This will provide the storage required for the drive-up <br />window; however, the library would be required to construct a pedestrian ramp for <br />the westerly crosswalk. <br /> <br />In summary, the site as proposed should not create a significant traffic problem. <br /> <br />If you have any questions, please contact me at 221. <br />
