REQUEST FOR COUNCIL ACTION DATE: 8-26-96 Department Approval: ~ Item Description: , ITEM NO.: H-2 Manager Reviewed: Agenda Section: ~B- Hearings Ordinance amending the Roseville City Code Chapter 1004 and 703 to add surface parking requirements. Background In the past, there has been confusion in the Code regarding what type of paved surface must be installed for driveways. This ordinance specifically states concrete, asphalt, concrete pavers, or other surfaces approved by the Public Works Director. The purpose of the ordinance amendment is to improve the aesthetic value of the house and neighborhood, reduce weeds, reduce sediment erosion, and reduce the mess and clean up costs in City streets and catch basins. There has also been confusion about how the ordinance is administered internally and what standards should apply to non single family or 2 family structures (churches, schools, etc.) in R-I and R-2 zoning districts. Specific Details of Ordinance: The proposed ordinance would do the following: I. The concrete curb and proper setback exception is clarified to require that uses other than single family residential or two family residential must provide concrete curbing and proper setbacks when substantial regrading or reconstruction occurs. 2. The permit requirements are changed to indicate that permits will be issued by the Community Development Director or designee rather than the Chief Code Enforcement Officer. Applications for permits will be to the Community Development Director (rather than the Public Works Director) and the Community Development Director rather than the Public Works Director may revoke permits. The Public Works Director will review permit applications and may add conditions to the permit. 3. Driveway and parking lot standards are changed to increase the maximum driveway width for uses other than single family and two family in R-l and R-2 zones from 26 feet to 36 feet. Other major changes proposed include specifying types of materials for driveway approaches and driveways (concrete, asphalt, brick pavers, or other hard surface pavement approved by the Public Works Director and the term major thoroughfare is defined as a County or State road. Plannin&: Commission Action: The Planning Commission, at the August 14, 1996 meeting, unanimously recommended approval of an ordinance amending the Roseville City Code Chapter 1004 and 703 to add surface parking requirements. 1
