<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 8-26-96 <br /> <br />Department Approval: <br /> <br />~ <br /> <br />Item Description: <br /> <br />, ITEM NO.: H-2 <br />Manager Reviewed: Agenda Section: <br /> <br />~B- Hearings <br />Ordinance amending the Roseville City Code Chapter 1004 and 703 to add <br />surface parking requirements. <br /> <br />Background <br /> <br />In the past, there has been confusion in the Code regarding what type of paved surface must be <br />installed for driveways. This ordinance specifically states concrete, asphalt, concrete pavers, or <br />other surfaces approved by the Public Works Director. The purpose of the ordinance amendment <br />is to improve the aesthetic value of the house and neighborhood, reduce weeds, reduce sediment <br />erosion, and reduce the mess and clean up costs in City streets and catch basins. There has also <br />been confusion about how the ordinance is administered internally and what standards should <br />apply to non single family or 2 family structures (churches, schools, etc.) in R-I and R-2 zoning <br />districts. <br /> <br />Specific Details of Ordinance: <br /> <br />The proposed ordinance would do the following: <br /> <br />I. The concrete curb and proper setback exception is clarified to require that uses other than <br />single family residential or two family residential must provide concrete curbing and <br />proper setbacks when substantial regrading or reconstruction occurs. <br /> <br />2. The permit requirements are changed to indicate that permits will be issued by the <br />Community Development Director or designee rather than the Chief Code Enforcement <br />Officer. Applications for permits will be to the Community Development Director <br />(rather than the Public Works Director) and the Community Development Director rather <br />than the Public Works Director may revoke permits. The Public Works Director will <br />review permit applications and may add conditions to the permit. <br /> <br />3. Driveway and parking lot standards are changed to increase the maximum driveway <br />width for uses other than single family and two family in R-l and R-2 zones from 26 feet <br />to 36 feet. Other major changes proposed include specifying types of materials for <br />driveway approaches and driveways (concrete, asphalt, brick pavers, or other hard surface <br />pavement approved by the Public Works Director and the term major thoroughfare is <br />defined as a County or State road. <br /> <br />Plannin&: Commission Action: <br /> <br />The Planning Commission, at the August 14, 1996 meeting, unanimously recommended <br />approval of an ordinance amending the Roseville City Code Chapter 1004 and 703 to add <br />surface parking requirements. <br /> <br />1 <br />
