<br />REQUEST FOR COUNCIL ACTION <br />DATE: 9-23-96 <br /> <br />ITEM NO.: H-9 <br />Manager Reviewed: Agenda Section: <br /> <br />~~ H. <br />eanngs <br />Ordinance amending the Roseville City Code Chapter 1007, A- <br />H (General Requirements for Industrial Districts) to add <br />setback and screening requirements for passenger vehicle <br />parking in Industrial Districts and building requirements. <br />(Second reading and adoption). <br /> <br />Department Approval: <br /> <br />~hJ" <br /> <br />Item Description: <br /> <br />Background <br /> <br />The City Council has directed staff to study and prepare, for Planning Commission and <br />City Council consideration, a draft ordinance to amend the City parking setback <br />standards in industrial zoning districts. The purpose of the amendments is to: <br /> <br />. provide for more efficient land use in industrial districts, <br /> <br />. allow more flexibility in parking setbacks, <br /> <br />. establish design criteria to assist in the review process. <br /> <br />Specific Details of Ordinance: <br /> <br />The attached draft ordinance includes the following: <br /> <br />1. Passenger vehicle parking setbacks between the building and a street right-of- <br />way are reduced from 40 feet to 20 feet if landscaping, berms, walls, or grade <br />differences provide a minimum of 36 inch high 80% opaque screening of parked <br />passenger vehicles from the public right-of-way. Landscape materials must <br />meet the height and opacity requirements within 36 months after installation. <br /> <br />2. Regardless of the need for screening, traffic visibility cannot be impeded at <br />driveways or intersections. <br /> <br />3. Maximum floor to site area (FAR) in 1-1 Light Industrial Districts is increased from <br />.3 to .4 for 1 story buildings and from .4 to .6 for buildings which are more than 1 <br />story in height. <br /> <br />1 <br />
