<br />CITY OF ROSEVILLE <br />PLANNING REPORT <br /> <br />DATE: 08-14-96 <br /> <br />CASE NO.: 2851 <br /> <br />Department Approval: <br /> <br />Agenda Section: <br /> <br />Planner Approval: <br /> <br />Item Description: <br /> <br />6(e) <br />Ordinance amending the Roseville City Code Chapter 1007, A-H (General <br />Requirements for Industrial Districts) to add setback and screening requirements <br />for passenger vehicle parking in Industrial Districts and building requirements. <br /> <br />Baclq:round: <br /> <br />The City Council has directed staff to study and prepare, for Planning Commission and City Council <br />consideration, a draft ordinance to amend the City parking setback standards in industrial zoning <br />districts. The purpose of the amendments is to provide for more efficient land use in industrial districts <br />by allowing for more flexibility in parking setback and other standards if certain design criteria are met. <br /> <br />Specific Details of Ordinance: <br /> <br />The attached draft ordinance includes the following: <br /> <br />1. The front yard building setback requirements are changed to require additional setback if a <br />building is over 1 story or 30 feet high. One half foot of additional setback is required for each 1 <br />foot of building height over 30 feet. <br /> <br />2. The term "within" is changed to "no closer than" to clarify requirements, <br /> <br />3. Parking setbacks between the building and a street right-of-way are reduced from 40 feet to 20 <br />feet if landscaping, berms, walls, or grade differences provide a minimum of 36 inch high 80% <br />opaque screening of parked vehicles from the public right-of-way. Landscape materials must <br />meet the height and opacity requirements within 36 months after installation. <br /> <br />4. Traffic visibility cannot be impeded at driveways or intersections. <br /> <br />5. Maximum floor to site area (FAR) in 1-1 Light Industrial Districts is increased from .3 to .4 for 1 <br />story buildings and from .4 to .6 for buildings which are more than 1 story in height. <br /> <br />Summary and Conclusion: <br /> <br />Staff recommends that this item be approved and sent on to the Council for a first reading on August 26, <br />1996, with any additions/corrections from the Planning Commission. <br /> <br />2 <br />
