<br /> <br />:<<tS{ <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 8-26-96 <br /> <br />ITEM NO.: H-8 <br />Manager Reviewed: Agenda Section: <br /> <br />~ Hearings <br />Ordinance amending the Roseville City Code Chapter 1007, A-H (General <br />Requirements for Industrial Districts) to add setback and screening <br />requirements for passen~er vehicle parking in Industrial Districts and <br />building requirements. <br /> <br />Backlround <br /> <br />The City Council has directed staff to study and prepare, for Planning Commission and City <br />Council consideration, a draft ordinance to amend the City parking setback standards in <br />industrial zoning districts, The purpose of the amendments is to provide for more efficient land <br />use in industrial districts by allowing for more flexibility in parking setback and other standards <br />if certain design criteria are met. <br /> <br />Specific Details of Ordinance: <br /> <br />The attached draft ordinance includes the following: <br /> <br />1. The front yard building setback requirements are changed to require additional setback if <br />a building is over 1 story or 30 feet high, One half foot of additional setback is required <br />for each 1 foot of building height over 30 feet. <br /> <br />2, The term "within" is changed to "no closer than" to clarify requirements. <br /> <br />3. Passenger vehicle parking setbacks between the building and a street right-of-way are <br />reduced from 40 feet to 20 feet if landscaping, berms, walls, or grade differences provide <br />a minimum of 36 inch high 80% opaque screening of parked passenger vehicles from the <br />public right-of-way. Landscape materials must meet the height and opacity requirements <br />within 36 months after installation. <br /> <br />4. Traffic visibility cannot be impeded at driveways or intersections, <br /> <br />5. Maximum floor to site area (FAR) in I ~ 1 Light Industrial Districts is increased from .3 to <br />.4 for 1 story buildings and from.4 to .6 for buildings which are more than 1 story in <br />height. <br /> <br />Planning Commission Action: <br /> <br />The Planning Commission, at the August 14, 1996 meeting, unanimously recommended <br />approval of an ordinance amending the Roseville City Code Chapter 1007, A-H (General <br />Requirements for Industrial Districts) to add setback and screening requirements for <br />passenger vehicle parking in Industrial Districts and building requirements. <br /> <br />1 <br />
