<br />. At one time, there was a plan for an overpass over 35W on the County Road C-2 <br />alignment. That overpass was never constructed. <br /> <br />. When the Centre Pointe development proposal was approved on the east side of <br />35W, between County Road C and County Road D, the County Road C-2 right- <br />of-way immediately east of 35W was vacated. <br /> <br />. The actual amount of land proposed to be vacated at this time is approximately <br />13,200 square feet or 0.3 acres. <br /> <br />. In 1989, the Roseville City Council adopted Resolution 8448 vacating that <br />portion of County Road C-2, lying between Long Lake Road and 135W with the <br />following site improvement conditions: <br /> <br />1. That appropriate utility easements be granted subject to staff review and <br />approval. <br />2. That the required deferred assessments be paid. <br />3. That the required concrete curbing be installed around the perimeter of <br />the existing and new parking areas as required by City Code. <br />4. That a storm drain be installed subject to staff review and approval. <br />5. That concrete curb and gutter be installed along Long Lake Road, in the <br />new area. <br />6. That proper trash enclosures be constructed. <br />7. That a landscape plan and curbing plan be submitted for staff review and <br />approval. <br /> <br />To date, these conditions have not been met and the road easement has not <br />been vacated. <br /> <br />Current Proposal: <br /> <br />. Twin City Mack Truck is petitioning for the vacation of the north half only of the <br />County Road C-2 right-of-way in this area to expand their facilities. In exchange <br />of this right-of-way, they are proposing to improve their existing site by providing <br />grading, utilities, and ponding to handle surface water run-off, concrete curb and <br />gutter around the perimeter of all existing and proposed new parking areas, and <br />the addition of landscaping in the green space along Partridge Road and within <br />the parking areas on site. This is consistent with city code requirements. <br /> <br />. Recent land sales in this area indicate that the value of property in this area is <br />approximately $5.00 per square foot. It is staffs belief that the improvements to <br />the site are warranted based on the value of the property to be vacated in favor <br />of Twin City Mack Truck. <br />
