<br />1455 Rose Place <br />St. Paul, MN 55113 <br />Sept. 10, 1996 <br /> <br />Planning Commission <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />To the Planning Commission: <br /> <br />Regarding the proposed vacation of the City's right of way along Rose Place from <br />Snelling Curve to the east cul-de-sac: <br /> <br />The property owners on the north side of the street, during street reconstruction, <br />basically had the City permanently "take" at least 20 feet of a 28 foot easement, and <br />put the reconstructed road on it, rather than move it to the City-owned property noted <br />in the official easement description. <br /> <br />This rerouting--from City-owned land onto the residents' easements--was done due to <br />two factors: <br />-the City had originally paved the wrong property in putting in the street; <br />-in 1996, the City decided it did not want to cut the existing trees and run the road <br />on the easement, as it felt it would be too close to the houses on the south part of the <br />street. <br /> <br />I have no strong objection to this decision from the standpoint of balancing the street's <br />location. However, I have a very strong objection to the decision being made not to <br />compensate the residents on the north side of the street for permanent loss of their <br />property.
