The Initial construction of Rose Place was outside of the 66 foot right-of-way. <br /> <br />. A 22 foot easement along north right-of-way line was acquired. <br /> <br />. The street location created house setback issues along south side of Rose <br />Place. <br /> <br />. Vacating right-of-way will al.leviate setback problems in this area. <br /> <br />Development Summary: <br /> <br />As part of the 1996 pavement management projects, the City reconstructed Rose <br />Place, east of Snelling Curve. During the design process, it was discovered that the <br />roadway was not constructed within the 66 feet of right-of-way dedicated when the area <br />was platted. Rather, the roadway was contained almost entirely within a 22 foot <br />easement adjacent to the north right-of-way line. As part of the 1996 PMP project, the <br />roadway was shifted approximately 8 feet to the south, which has left a 9 foot boulevard <br />area to the north of Rose Place and a 50 foot boulevard area to the south of Rose <br />Place. This large right-of-way has created setback problems for many homes along the <br />south side of Rose Place. Many of the existing homes front directly on the south right- <br />of-way line on Rose Place. Consistent with past practice, since the entire right-of-way <br />is not needed by the City, it is proposed to vacate the southerly 28 feet of the right-of- <br />way to the adjacent property owners. This will result in a 60 foot right-of-way which is <br />consistent with other residential streets in Roseville. <br /> <br />Staff Recommendation: <br /> <br />Since 88 feet of right-of-way is not needed for the roadway, staff recommends approval <br />of a resolution to vacate 28 feet of right-of-way along the south side of Rose Place, east <br />of Snelling Curve. <br /> <br />1 <br />
