<br /> <br />Community Development Department <br />September 26, 1996 <br /> <br />TO: Property Owners and Business Managers <br />within or adjacent to Twin Lakes Parkway <br /> <br />RE: Twin Lakes Parkway - Comprehensive Plan Amendment <br /> <br />As the 210 acre Twin Lakes Business Park becomes more of a market driven reality with new <br />buildings and roadways, the City ofRoseville has begun to reevaluate the original land use and road <br />plans for the area completed in the mid 1980's. <br /> <br />In the spring of 1996 the City hired a consulting engineering, BRW, to review the road alignments, <br />storm water ponding, and land uses proposed in the 1988 original plan. The intent is to determine <br />adequacy or needed revisions to serve the future needs of the area. A series of refinements to the <br />plan are being considered that may impact property owners along the original proposed alignment <br />for Twin Lakes Parkway. <br /> <br />The most important change proposed is to find a more efficient way to connect Twin Lakes Parkway <br />directly to the existing 35W ramp entrance at Cleveland Avenue. Originally the plan proposed <br />moving the ramp approximately 750 feet north to connect to a new Parkway just south of the old <br />Midwest Motor Freight site, now being redeveloped by Ryan Construction. It would have required <br />relocation of a wetland, a new regional storm water pond, and total reconstruction of the 35W ramp. <br />The cost estimate was approximately $5,000,000. The state and local agencies that regulate the water <br />and wetlands as well as the Minnesota Department of Transportation will not support or fund such <br />an improvement. <br /> <br />The proposed alternative is to re-route Twin Lakes Parkway to the south and connect directly with <br />the existing 35W ramp. The ramp would be improved on its existing location. If adopted, this plan <br />would also require the city to buy additional land from property owners over the next five to 10 <br />years for a staged redevelopment and construction of the Twin Lakes Parkway. See the attached <br />drawings. The actual width and improvements within the Parkway right-of-way would also change <br />to accommodate turn lanes, lighting, and pathways. <br /> <br />In October, 1996, the city planning staff will prepare a proposed Comprehensive Plan Amendment <br />which relocates portions of the western Twin Lakes Parkway in relation to the 35W Ramp at <br />Cleveland.
