REQUEST FOR PLANNING COMMISSION ACTION DATE: 09/10/97 ITEM NO: ~:::t Approval: Manager Approved: Agenda Section: ~ PUBLIC HEARING Item Description: Comprehensive Plan Amendment to change the location of the proposed Twin Lakes Parkway within a portion of the Twin Lakes Business Park, lying between Fairview Avenue, Cleveland Avenue, County Road C, and County Road C-2 allowing for future alignment with the 35W ramp at Cleveland Avenue. (PF#2867). 1.0 REQUESTED ACTION The Planning Commission previously approved and recommended to the City Council a Comprehensive Plan Amendment to realign the future location of Twin Lakes Parkway. Since that time an engineering feasibility study and an environmental assessment worksheet have been completed. The Commission has scheduled a hearing to hear additional public comment and forward further recommendations to the City Council as necessary. The Council will hold a hearing on September 22, 1997. 2.0 BACKGROUND: 2.1 The City completed the Twin Lakes Redevelopment Plan in the mid 1980's to guide future development in the area generally bounded by Cleveland Avenue, Snelling Avenue, County Road C-2, and County Road C. 2,2 The plan provides the framework for a well planned development which provides a good return to property owners when they determine it is time to sell. The plan attempts to minimize adverse impacts on the community and nearby residential areas. 2.3 The plan calls for the construction of additional roads within the area to enhance property value and future development potential. 2.4 The plan provides for the construction of a new east/west road to be known as Twin Lakes Parkway, between Snelling Avenue on the east and Highway 35W on the west. 2.5 Because the original plan is over eight years old, the City contracted with the consultant firm, BRW, to review the plan and prepare recommendations concerning PF#2867 - RPCA (09/10/97) - Page 1 of 5
