engineering plans for Twin Lakes.

6.0 STAFF RECOMMENDATION:

6.1 The Twin Lakes Business Park plan was adopted as part of the City's
Comprehensive Plan in 1994, including the location of Twin Lakes Parkway. If the
location of the Parkway is to be changed, then a Comprehensive Plan Amendment
will be required.

6.2 The staff recommends that the Planning Commission and City Council approve a
Comprehensive Plan Amendment to incorporate the BRW study and its findings as
part of the Twin Lakes Master Plan and the thoroughfare plan and referenceing the
EAW comments received for future sue in the development process.

6.3 Originally the staff recommended the use of official mapping to prepare an "official
road right-of-way map" which is a plat illustrating the exact amount of land needed
for the realignment. The procedure is premature, added confusion to the process,
and should not be used at this time.

7.0 PREVIOUS PLANNING COMMISSION RECOMMENDA TlONS:

In 1996 the Planning Commission unanimously recommended that the City Council
approve a resolution approving and adopting an amendment to Roseville Comprehensive
Plan subject to review and comment of the amendment by the Metropolitan Council.

8.0 SUGGESTED ACTIONS:

8.1 It is the city policy to accept comment at public hearings prior to making a decision.
An additional opportunity for public input will be available at the City Council hearing
on September 22, 1997.

8.2. After the close of the Planning Commission hearing, by motion, adopt the
amendment to the plan and recommend that the Council adopt a resolution (draft
attached) approving a Comprehensive Plan Amendment concerning the Twin
Lakes Business Park, incorporating the findings of the BRW study and the EAW
into the Comprehensive Plan as part of the Twin Lakes Master Plan and the City
thoroughfare system, including the revised location of Twin Lakes Parkway, utilities,
ponding, and redesign of the right-of-way improvements.

Attachments:

1)

City Maps: Location, Site
2) Letters
3) Minutes from PC

Staff Report by: Dennis Welsch, Community Development Director (490-2232)

PF#2867 - RPCA (09/10/97) - Page 5 of 5
