IF HYMAN FREIGHTWAYS, INC.

STATEMENT OF HYMAN FREIGHTWAYS. INC.
TO THE ROSEVILLE CITY COUNCIL
October 28, 1996

Subsequent to the October 14, 1996 City Council meeting regarding discussions on the Twin
Lakes Business Park Development Plan, I have met with Roseville staff members to further
ascertain the proposed impact to the Hyman Freightways property.

Please refer to my written statement to the Council on this subject which was presented at
the October 14th meeting (copy attached). That document outlines many of my concerns
which are yet to be resolved.

On Monday, October 28, 1996, I met with Karl Keel, Dennis Welsch, and Council Member
John Goedeke to further discuss the proposed roadway that would require a portion of our
property. At this meeting, Mr. Keel provided a preliminary drawing depicting the approximate
position and specifications of the roadway and the property which Roseville desires to
acquire.

I want to thank Karl, the staff and Council for their willingness to work with us in
accommodating the city's needs while recognizing our continuing business requirements. In
keeping with this spirit of cooperation, I do not object to the revised route for Twin Lakes
Parkway with the understanding that there are many issues still to be resolved as this project
proceeds. The following highlights significant issues yet to be resolved, but is not intended
to be all inclusive:

1) Safety issues involving the visibility of on-coming traffic on both Arthur Street and Twin
Lakes Parkway

2) The turning radius of tractor and trailer units exiting our safety inspection lanes onto
Twin Lakes Parkway and Arthur Street

3) Location of the pedestrian walkway on the south side of the roadway

4) Safe entrance and exit of our property by tractor and trailer equipment during peak
traffic periods when our units will block both lanes of traffic

5) Consideration for the safety and increased operating costs incurred by Hyman during
the construction of the new roadway. We must have 24 hours per day, six days a
week access to our safety check lanes and our terminal property

General Office · P.O. Box 64393 · Sf.
