As an alternative, the CUlTent intersection and ramps may have new signage, lighting, and some <br />geome1ric redesign. <br /> <br />Parks and Trail5 <br /> <br />The City parks in the area, Langton Lake and Oasis, provide an amenity for attracting <br />redevelopment to the area. They provide both a visual amenity and recreational opportunities <br />which will greatly increase the viability of the area as an asset to the commmtity. Another feature <br />in the eastern half of the study area is County Ditch #4. a drainage way which winds its way from <br />south of COW1ty Road C, north to Oasis Park, and from Oasis into Lake Johanna. <br /> <br />The park and trial system in the City will be enhanced b~ colU1ecting the major uses with a <br />bicycle and trail system along the s1reet boulevards around Laniton Lake and along the County <br />Road "C" trail corridor, through the parks, along the ditch and other interior areas which will <br />create a unified recreational system in the Twin Lakes Area. <br /> <br />The character and standards governing the development of this park and trail system are outlined <br />in a separate docW11ent, Twin Lakes Design Guidelines. <br /> <br />Tax Increment Financing <br /> <br />All of the Twin Lakes Redevelopment Area. except the eastern edge, is within Tax Increment <br />Financing (TIF) Districts. The majority of the area is within TIF District 11 which was certified <br />in 1989. Small portions of the area are within TIF Districts 7 and 9. TIF Districts 7 and 9 will be <br />in place until 2012 and TIF District 11 will be in place witi12014, unless the City decertifies the <br />districts early. The City has also created a Hazardous Substance Subdistrict to generate <br />additional funds to assist with clean up of contaminated properties. <br /> <br />To date, the City has committed approximately $9.5 million ofWc increment funds to facilitate <br />the clean up of contaminated sites and to facilitate the development of new buildings within the <br />area. Approximately $3.2 million has been utilized for clean up v.ith the remaining $6.3 million <br />has been used for land acquisition assistance demolition, soil cOlTecnon, and other site <br />improvements. It is estimated that the City's investment will be paid back in approximately 12 <br />years from shared project cash flow. tax increments, shared project sale proceeds, subdistrict <br />revenues, and recovery of environmental clean up costs from previous property owners. <br />; <br /> <br />Actual development which has occurred to date includes the construction of a 48,000 square foot <br />office flex building, a 74,500 square foot office flex building, and a 60.000 square foot medical <br /> <br />J:\char\wpj lcb\document\2Lwinlake.rep <br /> <br />5 <br />
