MN 55113-1899

RE: COMPREHENSIVE PLAN AMENDMENT
~LAKESBUSfflESSPARK

Dear Steve:

Thank you for including us in the evaluation process as the City considers the possible locations
for the Twin Lakes Parkway. I've received the report prepared by BRW dated September 30th,
1996, After reviewing the report, we've come to the following conclusions.

1. Ryan is very supportive of leaving the primary exits from County Road C to 35W in their
CUITent location. Vlhile some modifications such as a ramp reconfiguration would be most
helpful in providing smoother traffic flow on and off 3SW and better access to the freeway, I
feel that a total ramp relocation is unnecessary.

2. With the access from County Road C to 35W defined, we feel the Twin Lakes Parkway will
best serve the area if aligned directly with the access as shown on the plan recommended by
BRW. This will relieve traffic congestion from County Road C and provide excellent access
to the interior sites in the Twin Lakes redevelopment area. I've looked at all of the parcels
and feel that the proposed location creates excellent opportunities for the corporate type users
that the City ofRoseville wishes to see located in the Twin Lakes area.

3. Ryan feels that the enhancements such as the bicycle trail walkways should be included in
the design. These walkways should also have a connection to the Langton Lake Park area.
This is an ideal amenity for employees of the Twin Lakes area to use during the lunch hour
and an ideal spot for the residents of Roseville after working hours. The landscaping should
be consistent with the City's planting plans to maintain the consistency of design throughout
the community.

l'nuh."
