REQUEST FOR CITY COUNCil ACTION

DATE: 10-28-96
ITEM NO.: H-l

Departmental Approval:

~~.

Item Description:

Hearing
Comprehensive Plan Amendment to change the location of the
proposed Twin Lakes Parkway within a portion of the Twin
lakes Business Park, lying between Fairview Avenue,
Cleveland Avenue, County Road C, and County Road C-2
allowing for future alignment with the 35W ramp at Cleveland
Avenue.
(SECOND HEARING)

Manager Received:

~~

Agenda Section:

Background:

. The City completed the Twin Lakes Redevelopment Plan in the mid 1980's to
guide future development in the area generally bounded by Cleveland Avenue,
Snelling Avenue, County Road C-2, and County Road C.

. The plan provides the framework for a well planned development which provides
a good return to property owners when they determine it is time to sell. The plan
attempts to minimize adverse impacts on the community and nearby residential
areas.

. The plan calls for the construction of additional roads within the area to enhance
property value and future development potential.

. The plan provides for the construction of a new east/west road to be known as
Twin Lakes Parkway, between Snelling Avenue on the east and Highway 35W
on the west.

. Because the original plan is over eight years old, the City contracted with the
consultant firm, BRW, to review the plan and prepare recommendations
concerning the location and design of Twin Lakes Parkway.

. In September, 1996, BRW produced a report, previously sent to the Council,
recommending a revised alignment of Twin Lakes Parkway and associated
utilities, between Fairview and Cleveland Avenue to line up with the existing 35W
ramp. BRW's report recommends vacating duplicate roads such as lona Lane.
The actual design of the right-of-way, road widths, and pathways would also be
revised.

1
