Welsh <br />Community Development Director <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113-1899 <br /> <br />Dear Mr. Welsh: <br /> <br />Thank you for providing us with a copy of the proposed Comprehensive Plan Amendment for the Twin Lakes <br />Parkway project. Although we were unable to attend the City Council hearing last Monday, we have studied the <br />material and would like to pass along our thoughts regarding that project. <br /> <br />Our first preference regarding the Twin Lakes Parkway ("Parkway") proposal (PF#2867) would be that you <br />maintain your original plan. As a corporate tenant along Arthur Street, we are concerned about the traffic and <br />related noise and congestion that the proposed Parkway design would bring to Arthur Street. We feel that there is a <br />higher level of security and safety today because Arthur Street is not a thoroughfare, and we would prefer not to <br />relinquish that. <br /> <br />What is outlined above is clearly our first choice. However, if it is decided that there is to be a Parkway, we would <br />appreciate knowing the reasoning behind that decision. And if the Parkway is to proceed, we feel that the proposed <br />plan should be modified to allow for signaled access from Arthur Street onto the Parkway, so that traffic entering <br />the Parkway from Arthur Street could turn west onto the Parkway. Not only would this provide easier access to the <br />freeway for corporate tenants along Arthur Street, but it could also provide direct access to the Langton Lake Park <br />area for those employees. Also, to help alleviate traffic congestion on the Parkway, we would like the Parkway to <br />provide two traffic lanes in each direction with an island median along the length of the Parkway . We feel that a <br />landscaped boulevard would add to the character and openness of the development. <br /> <br />We also feel that the enhancements to that area should include walkways and/or bicycle trails that would allow a <br />safe and easy connection to the Langston Lake Park for the Arthur Street tenants. The signaled access from Arthur <br />Street mentioned above could be a part of that design. We feel that by having easy and safe access to Langston <br />Park, employees would enjoy and use the Park during lunch. Similar to the island median along the Parkway, we <br />would like the walkways to be landscaped consistent with the design throughout the business park. <br /> <br />As a corporate tenant in the Twin Lakes Business Park we appreciate your soliciting our input for this Twin Lakes <br />Parkway Comprehensive Plan Amendment.
