<br />The noise modeling assumed a vehicle speed 000 MPH on Fairview Avenue south <br />of County Road C, 35 MPH on Fairview Avenue north of County Road C, and 45 <br />MPH on Snelling A venue. The modeled noise levels were comparable to the <br />monitored noise levels for the existing conditions, which indicates that the vehicle <br />speeds during monitoring were relatively close to the speed limits used for the <br />modeling. Vehicle driving conditions and speed would not be expected to be <br />substantially different in the winter months than the summer months. <br /> <br />In the last legislative session, the state statutes were amended to exempt city and county roads from <br />the state noise standards. <br /> <br />F. Metropolitan Council <br /> <br />1. Metropolitan Council requests inclusion of the Twin Lakes Comprehensive Plan Amendment in <br />the response to EA W Question #6. <br /> <br />Response: The Twin Lakes Comprehensive Plan Amendment remains in draft form and it is <br />anticipated that it will not be approved until the Twin Lakes Parkway project is further developed. <br />At the time the Amendment is approved by the City Council, it will be forwarded to the Metropolitan <br />Council for review and approval. <br /> <br />2. Metropolitan Council states that the City should include a listing of all permits and approvals <br />associated with the proposed hazardous site cleanup, <br /> <br />Response: The hazardous site cleanup process typically involves varying levels of site documentation <br />including Phase I and Phase II Environmental Site Assessments and subsurface explorations. The <br />appropriate level of hazardous site investigation will be determined on a case by case basis at the time <br />specific development(s) are proposed in the Twin Lakes project area, <br /> <br />3, Metropolitan Council requests that a map illustrating the location of known leaking storage tanks <br />in the Twin Lakes project area be included and that Environmental Site Assessments be conducted <br />for those parcels to be developed/redeveloped. <br /> <br />Response: A map showing the locations of known leaking storage tanks in the Twin Lakes project <br />area is attached (Appendix C), As noted in the response to comment #2, Environmental Site <br />Assessments will be prepared, as applicable, at the time specific development proposals are submitted <br />for parcels in the Twin Lakes project area. <br /> <br />4. Metropolitan Council requests that the city assess the status of all private wells in the Twin Lakes <br />project area. <br /> <br />Response: The status of the private wells will be investigated at the time development proposals are <br />submitted for the applicable parcels. <br /> <br />5 <br />
