Notes from May 13, 1996 City Council Meeting Goedeke - Should be more stringent regarding expansion of owning adjacent facilities. Motion: WiskilGoedeke to move to a work session for future and more discussion. Mayor - a rezoning requires 4/5 votes, CUP's difficult to turn down. Wiski - a specific district has a "mapped district". How/what can a church or school be sold for. Churches are not allowed in commercial districts; nor are schools; what is scale of buildings in neighborhood. Need threshold for uses and impacts. Tax and safety issues. 2. Specific zone for churches, schools, City buildings. reduces possible associated uses with buildings, i.e. religious shelter/convents/day care for adults. reduces possibility of improvements increases difficulty to sell off property. requires 4/5 vote 3. PUD for each new or expanding church or school. similar to zoning but more control with site specific conditions. requires rezoning 4/5 vote. may be cumbersome for renovation projects. 4. Upgrade the design standards section with set of standards for churches/schools/public buildings. Concern about tearing down or owning property in residential property. Owning the home is OK, changing the use of the house to religious use/parking would require 6 criteria of CUP. CUP is administrative (burden is on City). Zoning is legislative (burden on church). Zoning should be broad as "place of gathering". Need to determine scale through design standards. What happens when use changes to non-church. What are large scale uses.
