To create and identify <br />uses for such a new zoning district, the city may be required to hold formal public <br />hearings on each property whose zoning designation would change. <br /> <br />2. Another alternative is to require all churches and schools to apply for a PUD. <br /> <br />Staff Recommendation: <br /> <br />1. Recommend adoption of an ordinance (draft attached) requiring a conditional use permit <br />for establishing or expanding and church or school facility with an R-1 or R-2 zone. <br /> <br />Council Action Requested: <br /> <br />1. The Council's policy has been to hold one hearing and two readings on proposed changes <br />to the City Code. April 22, 1996 was the first reading. May 13, 1996 is the scheduled <br />second reading and public hearing. <br /> <br />2.
