Planning Commission Minutes April 10, 1996 6. (g) Plannine File 2818: Amendment to the City Code requiring conditional use permits for schools and churches adjacent to residential zones or creating new zoning districts for schools and churches adjacent to residential districts. Chairperson Keith Wietecki opened the public hearing and requested Dennis Welsch provide a background report regarding the proposal. Dennis Welsch explained the past history of the expansion of churches in Roseville and the need to protect the adjacent residential areas. He explained the ordinance proposal which would require the use of a conditional use permit for establishment or expansion of a church or school within an R-1 zone. The ordinance would also require that churches and schools meet the City's design standards. Member Wietecki asked if the standards are minimum or maximum standards. It appears that nothing deals with a larger setback for a larger building. The City should think of the basic standards as minimum and should encourage larger setbacks on a case by case basis. The community should look for more detail and better design. Member Sandstrom asked if the impacts of churches on market values of adjoining sites have been fully reviewed. Member Rhody asked if the distance and landscaping should be trade offs for height. Member Wietecki asked if the Comprehensive Plan clearly addresses accessibility at the front property line. There was no public comment. Chairperson Wietecki closed the public hearing. MOTION: Member Wietecki moved, seconded by Member Sandstrom to recommend approval of the proposed ordinance amendment to Sections 1004 and 1010 of the City Code stating that conditional use permits will be required for establishment and expansion of churches and schools adjacent to residential zones.
