Mu-.ota 55113 <br /> <br />12 November 1996 <br /> <br />Roseville Planning Commission <br />%.Mike Falk ' <br /> <br />Re: cOde 1004.01 D for We~ Village 'III driveway project _ <br /> <br />Mayor Wall and City Council Members: <br />We are really impressed with what the Planning Commission and the City Council has done to <br />make Roseville a special place to live. <br />In the last year Westwood Village III ~ been investigating procedure to remove and replace <br />our existing driveway. Last summer we met with Mike Falk to help clarify our concerns 'regarding the <br />city's codes surrounding this matter. We ~re told code 1004.01 D required curbs and gutter for <br />parking lots, and that our driveway is a parking lot. If we didn't want curbs and gutters, we would have <br />to apply for a variance. <br />We spoke recently with Dennis Welsch and met with Mike Falk in the conference room at City <br />Hall (where we 'saw recent photo$ of the city's achievements on the bulletin board': quite impressive). <br />( , <br />Mike then told us of the appeal process and we decided to follow this avenue. . <br />Westwood Village III does not consider our driveway a parking lot and feels the code does not <br />apPly to us. We understand that the city's requirement of curbs and gutters is to control the direction <br />'of surface water drainage and in some cases, to make an aesthetic improvement. <br />We feel this code does not apply to WWV III for the following reasons: <br /> <br />'. We do not have a drainage problem. There are three large drains on our property which <br />handle the surface water drainage effICiently, <br /> <br />. We have four bays for gUests and residents which a~ not part of the driveway. We have, <br />two retaining walls which are designed to architecturally comf:?liment as well as function as <br />curbing. In some areas the driveWay is so narrow that two cars cannot pass, Adding curbs <br />would make this sityation even more difficult. . <br /> <br />. Snow removal is a' problem for us. Snow must be pushed up onto the berm in the wi nter to <br />allow fot sufficient access and plowing. Curbs would only hinder this process, and would <br />su~tain damage from,the plows: we would be responsible for their repair or replacement. <br /> <br />. The majority of our home owners do not feel curbs are appropriate for WWV III. A strong <br />concern is maintaining our aesthetic direction. We have tried to emphasize a more natural, <br />less citified look which suits our pond site and architecture. <br /> <br />We val~ being located in Roseville close to all amenities, and yet being able to sit on our <br />deck and feel like we are at our north woods cabin. The appearance of our site is very important to <br />us. This is why we live in Rosevil1e and have the best of all possible worlds.
