REQUEST FOR COUNCIL ACTION <br /> Date: August 11, 2014 <br /> Item No.: 13.b <br />Department Approval City Manager Approval <br />Item Description: Award Engineering Services Contract for the I-35W at Cleveland Ave <br />Interchange Improvements <br />B <br />ACKGROUND <br />1 <br />On June 16, 2014, the City Council authorized staff to issue a Request for Proposals for engineering <br />2 <br />services for final design and construction administration for improvements to the I-35W Interchange <br />3 <br />at Cleveland Ave. Staff received three proposals and has scored them. We are presenting those <br />4 <br />results to Council and recommending a firm for the City Council to award an Engineering Services <br />5 <br />contract. <br />6 <br />As a part of the Alternative Urban Area wide Review for the Twin Lakes area, several transportation <br />7 <br />improvements were identified in order to support redevelopment of the Twin Lakes Area. One of <br />8 <br />those improvements was the modification of the interchange at Cleveland Ave to/from Northbound <br />9 <br />I-35W. <br />10 <br />In 2011, the City applied for, and in 2012 was granted, $1,192,584 in federal Surface Transportation <br />11 <br />Program (STP) funds for the reconstruction of the intersection of Cleveland Ave and the I-35W <br />12 <br />northbound ramps. These improvements include dual left turn lanes for northbound Cleveland Ave <br />13 <br />to the ramp, aligning through lanes from the northbound off ramp with the newly constructed Twin <br />14 <br />Lakes Parkway on the east side of the intersection and constructing a new permanent traffic signal <br />15 <br />system. The current estimated construction cost for this project is approximately $1.5 million. A <br />16 <br />preliminary layout of the proposed improvements is included in Attachment A. <br />17 <br />In addition the Walmart development contributed $400,000 toward the construction of the <br />18 <br />interchange improvements as a part of their development agreement. <br />19 <br />Due to the complexity of the project including necessary environmental documentation, freeway <br />20 <br />operations analysis and the need to apply for an Interchange Access Modification Request (IAMR) <br />21 <br />with the Federal Highway Administration, as well as the necessary oversight of the construction <br />22 <br />project due to the requirements of federal funds and multiple agency coordination, it is necessary <br />23 <br />that the City hire a consultant firm that has similar project experience and capability. <br />24 <br />Following the release of a Request for Proposals, the City received three proposals for engineering <br />25 <br />services. The City was fortunate to receive three very competitive and well laid out proposals. The <br />26 <br />three responding firms were Kimley-Horn and Associates, SEH, Inc. and SRF Consulting Group. <br />27 <br />28 <br />Page 1 of 3 <br /> <br />
