3)Extending City Fiber
65
66
The current City Fiber Network (CFN) consists of approximately 9.7 miles of fiber connecting 19 City,
67
County and School District buildings (Diagram A). The CFN provides direct point-to-point private
68
network links between public facilities at 1,000 megabits per second (Mbps) data transfer speeds. The
69
CFN is owned and managed by the City as a community asset benefiting the City, Roseville Area School
70
District, Ramsey County Library and other public entities that share in the construction and annual
71
operations of the CFN. The Roseville CFN is directly connected to a similar fiber network owned and
72
managed by the City of North St. Paul. Collectively the combined network serves a portion of the data
73
connectivity needs for the Metro-INET Technology Consortium.
74
75
Diagram B depicts potential fiber routes to connect the 6 new park facilities to the CFN. The routes were
76
chosen to minimize the fiber pathway between an existing fiber connection point and the park facility and
77
to maximize future connection options to include storm pond and sewer lift stations and other water
78
utility facilities.
79
80
Extension #1: Lexington Park (Attachment 1)
81
Number of Connected Facilities: 1
82
Estimated Construction Cost (Range): $52,000 to $83,000
83
Monthly Operating Charge per Facility: $181
84
85
Extension #2: Rosebrook Park (Attachment 2)
86
Number of Connected Facilities: 1
87
Estimated Construction Cost (Range): $28,000 to $45,000
88
Monthly Operating Charge per Facility: $83
89
90
Extension #3: Sandcastle/Oasis/Autumn Grove Park (Attachment 3)
91
Number of Connected Facilities: 7
92
Estimated Construction Cost (Range): $541,000 to $870,000 ($464K to $745K Parks Only)
93
Monthly Operating Charge per Facility: $253
94
95
Extension #4: Villa Park
96
Number of Connected Facilities: 5
97
Estimated Construction Cost (Range): $229,000 to $366,000
98
Monthly Operating Charge per Facility: $157
99
100
Cost Summary – Described Facilities
101
CostSummary
AnnualMonthly
AnnualCAPChargeCAPChargeOperatingOperating
LowHighMaintenanceFacilities(Low)(High)ChargeCharge
SANDCASTLE/OASIS/AUTUMNGROVEPARK$541,972$870,309$21,272777,425$$124,330$3,039$253
ROSEBROOKPARK$28,475$45,164$1,023128,475$$45,164$1,023$85
VILLAPARK$229,199$366,043$9,407545,840$$73,209$1,881$157
LEXINGTONPARK$52,040$83,148$2,171152,040$$83,148$2,171$181
Totals$851,687$1,364,664$33,87314
CAPperFacility$60,835$97,476$2,419
AveragedOperatingChargeMonthly/Facility$202
102
Capital Charge - $851K to $1.36M
103
Average Monthly Operating Charge per Facility (14 sites): $202
104
34
Page of
