REQUEST FOR COUNCIL ACTION <br /> Date: 8/11/14 <br /> Item No.: 7.d <br />___________________________________________________________________________________ <br />Department Approval City Manager Approval <br />____________________________________________________________________________________ <br />Item Description: Reject Irrigation Proposals and Authorize Re-Solicitation <br />____________________________________________________________________________________ <br />BACKGROUND <br />1 <br />On May 12, 2014 as a part of the Parks and Recreation Renewal Program, the City Council authorized the <br />2 <br />execution of a contract for irrigation replacement and upgrades in the amount of $227,437.68 with <br />3 <br />Anderson Irrigation Inc. <br />4 <br />5 <br />Because of unforeseen circumstances, a contract could not be executed. Specifically Anderson Irrigation <br />6 <br />was not able to meet the bonding requirements for the entire 3 year duration of the project. As this was <br />7 <br />discovered, with guidance from Arizona State University (Best Value Process) and the City Attorney, <br />8 <br />staff began the clarification process with the second and only other vendor within the budget. An <br />9 <br />agreement with this vendor could not be reached. <br />10 <br />11 <br />Attached is the Best Value Summary dated March 17, 2014 of all 5 proposals received. It is <br />12 <br />recommended that the City Council reject all irrigation proposals as submitted and authorize the re- <br />13 <br />solicitation. <br />14 <br />15 <br />The project included irrigation improvements to Acorn Park, Autumn Grove Park, Central Park Dale <br />16 <br />Street West, Central Park Lexington, Central Park Victoria East, Evergreen Park, Langton Lake Park, <br />17 <br />Lexington Park and Rosebrook Park. <br />18 <br />19 <br />This funding remains the same and is planned in the Renewal Program budget. <br />20 <br />21 <br />PO <br />OLICYBJECTIVE <br />22 <br />It is the policy of the City to provide a thoughtful approach when making improvements to City facilities. <br />23 <br />24 <br />BI <br />UDGET MPLICATIONS <br />25 <br />The re-solicitation of bids will include the budget of $227,438. <br />26 <br />27 <br />SR <br />TAFF ECOMMENDATION <br />28 <br />Based on the status of the proposals received, staff recommends that all 5 proposals be rejected and that <br />29 <br />re-solicitation of proposals be authorized. <br />30 <br />31 <br />RCA <br />EQUESTED OUNCIL CTION <br />32 <br />Motion rejecting all irrigation replacement and upgrade proposals as described on the Best Value <br />33 <br />Summary dated March 17, 2014 <br />34 <br />35 <br />12 <br />Page of <br /> <br />
