REQUEST FOR COUNCIL ACTION <br /> Date: 08/11/14 <br /> Item No.: 7.h <br />Department Approval City Manager Approval <br />Item Description: Consider Approving IT Shared Service Agreement with the City of Spring Lake <br />Park <br />B <br />ACKGROUND <br />1 <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />2 <br />agreements (JPA) or Shared Services Agreements for the joint exercise of powers that are common to each <br />3 <br />entity. Over the past several months, the City of Spring Lake Park and the City of Roseville have held on- <br />4 <br />going discussions in regards to the sharing of IT support services. Specifically, for the deployment of new <br />5 <br />Police mobile user security procedures required by the FBI for database access. Roseville currently <br />6 <br />provides these same services to 6 other agencies. <br />7 <br />8 <br />The City of Roseville currently employs twelve full-time employees to administer the information systems <br />9 <br />for the City of Roseville and 33 other municipal and governmental agencies. The proposed Agreement with <br />10 <br />the City of Spring Lake Park is similar to the other agreements in both structure and substance. <br />11 <br />12 <br />The attached Agreement has been approved by the City of Spring Lake Park and is awaiting approval from <br />13 <br />the Roseville City Council. <br />14 <br />PO <br />OLICYBJECTIVE <br />15 <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />16 <br />the Imagine Roseville 2025 process. <br />17 <br />FI <br />INANCIALMPACTS <br />18 <br />The proposed Agreement provides non-tax revenues to support City operations. The hourly rates charged <br />19 <br />to other cities or entities are more than the cost of a City employee; yet substantially lower than could be <br />20 <br />obtained from private companies – hence the value to other cities is greater. For 2014, it is projected that <br />21 <br />the services provided to Spring Lake Park will include on-going services in the amount of $6,431.59 <br />22 <br />annually and a one-time setup charge of up to $4,079.60. <br />23 <br />24 <br />There is no budget impact. The presence of the Agreement along with existing revenue sources is <br />25 <br />sufficient to fund the City’s added personnel, software licensing, and related information systems costs <br />26 <br />related to the contracted services. <br />27 <br />28 <br />Page 1 of 2 <br /> <br />
