This should adequately accommodate the forecast Year 2(1:1} <br />Post Development traffic forecasts and result in a lower number of rear- <br />end and left turning accidents than the existing four-lane undivided <br />section, :\'ote that the recent accident history of four-lane undi\'ided <br />roadways in the T\\'in Cities metro area indicates that these roadways <br />ha,'e experienced the highest accident rates of any urban roadway section <br />(Figure 17). <br /> <br />" Install a right turn lane on the east approach of the County Road D/I-33\\' <br />northbot:nd ramps intersection, The storage for this right turn lane <br />should extend back to near Cle,'eland Avenue. <br />c.~ <br />· lm'estiga opportunities to obtain additional right of \A;ay along <br />a A,'enue between the 1-35W ramps intersection and County <br />Roa D tersection for possible future upgrade to a five-lane (&i-foot) <br />roadway. Portions of this right-of way may be dedicated by adjacent <br />property owners/ developments as part of the plat approval process and <br />right turning lane construction. The upgrade from a three-lane to a fiw- <br />lane roadway should be considered when the ADT on this section of <br />Cle\'eland Avenue approaches 15,000 vpd. This volume increase may be <br />predicated on the timing of the proposed nearby Twin Lakes <br />de,'elopment. <br /> <br /> <br />" Consideration should be given to consolidating access drives wherever <br />possible, to locate access drives directly opposite one another on either <br />side of Cleveland Avenue and to provide a minimum ISO-foot distance <br />between opposing access drives to eliminate offset intersections and <br />problems associated \\-,ith overlapping left turns and diagonal movements, <br />which result in multiple conflict points. <br /> <br />· Consideration should be gi\'en to installing exclusive right turning lanes at <br />the following locations: <br /> <br />- On the north approach of the Cleveland Avenue/I-35W ramps <br />intersection. <br /> <br />j <br />I <br />! <br /> <br />--------- - <br />
