Portions of this right-of way may be dedicated by adjacent <br />property owners/ developments as part of the plat approval process and <br />right turning lane construction. The upgrade from a three-lane to a fiw- <br />lane roadway should be considered when the ADT on this section of <br />Cle\'eland Avenue approaches 15,000 vpd.
