Nelson <br /> <br />-3- <br /> <br />December 3, 1996 <br /> <br />DEVELOPMENT SIZE THRESHOLDS IN STATE ENVIRONMENTAL <br />REGULATIONS <br /> <br />Land use developments that occur in the State of Minnesota are subject to the Minnesota <br />Environmental Review Program' pursuant to Minnesota Statutes, section 116D. 04 and <br />116D.045 and administrative rules adopted by the Environmental Quality Board (EQB): <br />Minnesota Rules, parts 4410.0200 to 4410.7800. The following document has been <br />prepared by the EQB as an aid in applying the rules: "Guide to the Rules of the Minnesota <br />Environmental Review Program, 1989 Edition," June 1989. Page 41 of this document <br />indicates threshold sizes of industriaJ/commercialfmstitutional developments that require <br />either an Environmental Assessment Worksheet (EA W) or an Environmental Impact <br />Statement (BIS). For cities the size ofRoseville, an EA W or an EIS is required for any <br />such development that exceeds the sizes noted in the following table: <br /> <br />Type of Development <br /> <br />Minimum Size Developmentl) That Requires <br />EAW EIS <br /> <br />Warehousing or light industrial <br />facility <br /> <br />450,000 <br /> <br />1,000,000 <br /> <br />Industrial, commercial, J or institutional <br />facility, other than a warehousing or <br />light industrial facility <br /> <br />300,000 <br /> <br />750,000 <br /> <br />I) square feet of gross floor area <br /> <br />PLANNED DEVELOPMENT AND RELATIONSHIP TO STATE <br />ENVIRONMENTAL REGULATIONS <br /> <br />The planned development that was utilized by Barton-Aschman Associates, Inc. in <br />preparing their "Cleveland/~nelling Area Development Traffic Study" in September 1989 <br />is presented in Table 3 on page 25 of their report. This table indicates the specific type <br />and size of use for each of 18 different zones in the their study area, which correponds <br />exactly with the boundaries of the Twin Lakes Business Park as presented in the "Twin <br />Lakes Business Park Comprehensive Plan Amendment," pr~pared by BRW, Inc. in <br />September 1996. Table 3 in the Barton-Aschman report indicates that six different types <br />of development were planned in the study area. These six different types and the total size <br />presented in the table for each are as follows: <br /> <br />- Office.................................. 385,000 square feet <br />- RetaiL................................ 604,000 square feet <br />- OfficelService......................31 1,900 square feet <br />- OfficelResidential.................112,000 square feet <br />- Multi Residential.................. 102 dwelling units <br />- Low Density Residential...... 29 dwelling units <br />
