Nelson <br />Everest Development, Ltd. <br />2665 Long Lake Road, Suite 330 <br />Roseville, MN 55113 <br /> <br />RE: Transportation Issues Regarding Environmental Assessment Worksheet for Centre <br />Pointe Business Park <br /> <br />Dear Mr. Nelson: <br /> <br />PURPOSE <br /> <br />At your request, we have performed a review of the Environmental Assessment Worksheet (EA W) <br />dated January 17, 1997, prepared by Ryan Companies for the Centre Pointe Business Park project, <br />particularly focusing on the traffic section and the traffic study report which was attached as <br />Appendix D to the EA W and was prepared by the finn of Orr-Schelen-Mayeron & Associates, Inc. <br />Our review has focused on addressing the following question: Does the EA W provide a sufficient <br />basis, consistent with normal standards, to detennine whether the project would cause significant <br />traffic related environmental impacts? <br /> <br />To assist in highlighting our principal comments, the remainder of this letter is organi7.ed as follows: <br />. <br /> <br />. Conclusions <br />. Documents reviewed <br />. Potential traffic impacts caused by Centre Point project <br />. Recommended follow-up actions <br /> <br />CONCLUSIONS <br /> <br />Based on the extensive review that we have performed, we have reached a finn conclusion that the <br />traffic portion of the EA W does not provide a sufficient basis to detennine whether the project would <br />cause significant traffic related environmental impacts. The traffic study report has the following two <br />serious inadequacies: . <br /> <br />1) The focus is too narrow. The report does not address potential traffic impacts in the <br />comprehensive manner required by State Statutes and the EQB Rules pertaining to <br />environmental review. <br /> <br />2) The report is inconsistent with several technical standards that apply to this type of traffic <br />study. <br /> <br />EXHIBIT L <br />
